About Us
The Office for Commerce & Investment (OCI) is the nation’s investment and trade promotion agency with the mandate to promote and facilitate exports and investment to boost economic growth, to improve the welfare of the people. It is the first point of contact for investors exploring business opportunities in Marshall Islands, and the agency to go to for export assistance.
OCI also assists investors grow and diversify their business. It works in close collaboration with Government bodies, institutions and private sector companies, to facilitate implementation of investment projects and, more importantly, to continuously improve the investment and business climate.
It helps identify export products & services and works with exporters to market their products.
OCI has an important role of policy advocacy to continuously improve the competitiveness of Marshall Islands for investment and export growth.

Its functions combine the roles of an investment and trade promotion agency, and a government investment corporation i.e. to encourage and develop investments and to operate business enterprises on behalf of government. Vice chairmanMr. Reimers is a director of Robert Reimers Enterprises, a large and diversified Marshallese business enterprise, including hotel, restaurant, rental car, shipping agency, property and water bottling. He was President/CEO for nearly 30 years.

Board MemberMr. Kijiner is the President & CEO of the Marshall Islands National Telecommunications Authority. Previously he was Secretary of Resources & Development and held other senior government posts.
He is also a director of Marshall Islands Resort, Marshall Islands Marine Resources Authority, Combined Utilities (MEC, MWSC & Kajur) and is also a member of the RMI Airlines Task Force.
He completed his undergraduate studies at California State University, Chico, and his graduate work at Hawaii Pacific University.

Mr. Edward Bigler is with the RMI Ship Registry Program from the Trust Company of the Marshall Islands (TCMI).
Mr. Edward Bigler holds a Business Management Degree from Portland State University.
Mrs. Marie Milne represents the private sector and is an entrepreneur running a successful business in Majuro.

Mr. Heine has a strong background in management in the public sector which includes being an Assistant Secretary at the Ministry of Health for over ten years.
After being with the Government for a while, Mr. Heine went into project management where he was the project manager for the coconut replanting project funded by the Japan Fund for Poverty Reduction (JFPR) through the Asian Development Bank (ADB) prior to joining the OCI team.

Ms. Hemline Ysawa started her professional career over 20 years ago as junior statistics staff at the Economic Policy, Planning and Statistics Office, developing and building her way into Management level, assuming the post of Head of Statistics Collection Unit prior to joining the Office of Commerce and Investment.
Hemline holds an Associate Degree in Information Technology from the Southern Cross University in Australia and recently completed a Master’s Degree Program in Business Administration (MBA) from the University of the South Pacific, Majuro Campus in 2015.
